Task updates to submit that weren't updated

Hello,

I seem to have found a glitch, or I'm interpreting something wrong...

I am creating a task with multiple assignments; if one of the resources
updates the task by importing their timesheet, ALL resources will show they
need to submit that task for updates, not just the resource who actually
updated the task. Why is this?

Its creating a discrepency when I query the database for tasks that have
been updated but not submitted; resources who didn't actually update the task
show up as needing to submit the task.

Any ideas? Let me know if more information is needed for a diagnosis....
