Taskbar Icon Behavior

Can I set up OneNote to, when I click the taskbar icon, "Open OneNote"
instead of "Open New Side Note?"

Yup!

Right-click on the OneNote icon in the Notification Area
and then click on:

Options | OneNote Icon Defaults | Open New Side Note.
