Why it happens depends on what you are doing before the taskbar starts
flashing.
If you are working in an Office app and are going to File/Print,
File/Save, File/Open, Spelling, etc then it means the dialog box is
open behind the application window.
If that's the case more than you have Norton AV and the Office Plug-in
option enabled. Dialog boxes opening behind the application window is
a known issue of the Office Plug-in option in Norton.
