Tasks get sent as an attachment - no Accept/Decline Button at Rece

For some reason- when I assign a task to someone- they receive it as a
regular email note with an attachment. There is no Accept/Decline button etc.

We are all using Outlook 2003 and the problem seems to be on my end... as I
can accept others tasks just fine.

Any thoughts?
