Tasks that should have started by ... Filter

I want to show all tasks that should have started by an arbitrary date. My
filter definition is:

% Complete is less than 100%
Actual Start equals NA
Start is less than or equal to "Should have started by..." ?

Is this correct?

Hi Andrew,

It is even too much of the good
Actual start NA means automatically %complete=0
So %complete equals 0
And
Start is less than or equal to "Should have started by..."?

NO BLANKS between the " and the ? please!!
