Tasks won't sync with outlook

Hi - I have Outlook 2003 (upgraded from 2002) and Onenote 2007. The
outlook integration features mostly work , BUT

When I flag a task from Onenote to create an outlook task, it shows up
in Outlooks task list, and if I show the Onenote ID field, it has been
assigned a binary string, and the link back to Onenote works fine, but
the flag remains greyed out and always says "Task not yet found in
Outlook", no matter how long I wait.

I am running via Exchange at work.

I've tried running repair, and reinstalling the outlook integration
features for Onenote - didn't help.

Some additional info on the problem:
I have GTD and Taskline addins
I have checked for disabled addins (Help - About - Disabled) - nothing
is listed as disabled
I checked the Com Addins dialog in Outlook. Onenote is not listed at
all. I tried to add it by navigating to the addin file Onbttnol.dll
but no matter what I do, I can't get it to be added to the COM addins
list.
I DO have administrator privileges.

One thing that occurred to me - I did the installation when I was
offline from Exchange - would that have mattered?
