TCP/IP error message

After moving and changing my account, I started getting
an error message when sending a email saying that the
TCP/IP conncection has been unexpectely terminated.

However the message his being sent but it remains in my
outbox.

The service provider (SBC) is telling me it is an Outlook
issue.

Any ideas ?
