Tear Offs part Of Flyers Options is grayed out

I'm putting together a flyer and I noticed that the tear offs option is
grayed out for selecting personal information etc. The product is activated
and all that so that's not the problem. I tried selecting the text boxes
where the tear offs are shown but nothing changes. What's going on here?
