Telephone dialer

How do I use the telephone dialer in Contact manager using my broadband card?
Or do I need to plug my cell phone in and use it that way?

You would need to use a conventional telephone line
connected to your computer's modem.

Is it not posible to use my smart phone as the modem and the telephone that
will be used to make the call?
