Template for numbered/bulleted outline

I find it a bit tedious to start more or less from scratch defining a
template, just in order to produce a standard outline, either with
bullets or with digits like 1., 1.1, 1.2, 2. etc. Do anybody know a
place where I can find such templates? I checked out microsoft.com,
but didn't find any there.

WordPerfect 5.1 did this for me back in 1991 automatically in a
straight forward way.

I plan on releasing a few commercial versions of the same, seeing as
your time is worth x per hour and your skills are far above this sort
of menial work, I offer the commercial solution.

Word is not as good at this as Word Perfect, instead it may have greater
flexibility that you don't need.
