template in STARTUP folder won't start up

Word2003 (no SP) on Win XP

A remote user has placed our template in her Word STARTUP folder, as
instructed. Just to be sure, I walked her through the process over the
phone. But when she starts Word, the template does not fire up; it
doesn't even show a tilde-prefixed "in-use" file (what is that shadow
file called, by the way?).

This is the only Word STARTUP folder on her system. This template
works fine from the STARTUP folder on my system and on every other
Word2003/WinXP configuration I've ever seen.

What could cause a template in the STARTUP folder to refuse to fire?

Make sure the file is in the Startup folder listed in the File Locations
dialog box.

Click Tools | Macro | Security. Make sure that the "Trust all installed
add-ins and templates" option is selected (on the Trusted Publishers tab)
and click OK.

add-ins and templates" option is selected (on the Trusted Publishers tab)
and click OK.
Yep, she confirmed that as well. She also has "Trust all access to
Visual Basic Project" turned on, and security level set to Medium.

This is somewhat intriguing.
I assume that the template still has the extension DOT?
If she clicks tools > templates and add-ins is the template listed? Is it
checked?
If she clicks Help > About Microsoft Word > Disabled Items - is the template
listed as disabled?
If she hasn't messed around with the startup folder locations and she types
%appdata%\Microsoft\Word\STARTUP
in the address bar of Windows Explorer or the browser, the default startup
location will open. Is the template in that folder?

All good things to check, Graham, and I'll save them for next time.
However, the problem seems to have cleared up when I compiled the
template and re-sent it to her and had her copy it over the existing
one. I'm not sure why it would have made this kind of a difference but
it's poor practice not to compile it -- I simply forgot to.
