Template settings

I have a template that has been used for years. It has a header with a Page
# at the top. For some reason, this setting no longer shows up when the
template is opened. It will show up when clicking on View/Header & Footer,
but will not automatically show on opening the document, so the setting is
there, but we can't see it. Can someone help with this simple issue?
