Template wizard wit data tracking excel 2000

How can I make a template created with Template wizard wit data tracking
excel 2000, run on excel 2003 or 2007. Is there any way to make compatibl
ewith earlier version of excel? I've excel 2007 and template wizard simply
wont run. Thanks .
