Templated message will not Send or move to Sent Items

Greetings:
Using Outlook 2003 SP3.
Created numerous messages as templates. Saved as .oft.
Templates all show up in User Templates in File System.

However, when Sending any of these templates, they
A: Stay in the Outbox
B: In the Outbox, the "Sent" column indicates a date and time of Sent.
C: Further testing verifies that the messages are actually NOT Sent.

Please advise what I should be looking for or doing to correct this
situation.
Having now "found" the template feature, I'm very anxious to be able to use
it.
