Templates with Graphics

I have been having some trouble making a template that includes graphics and
color. I have been searching all over the web to find the answer but
unfortunatley I have not been able to find anything. I need to make a
template that includes a color top and left side boarder, a photo, a logo and
white space for writting press releases in. If anybody could help me get
going it would be much appreciated.

Q - What is the process of making a template that has the previously
mentioned characteristics?

the design to a new e-mail message.
