Can someone PLEASE tell me how to make a template in word.
I have gone to the help and it doesn't help. It shows me
how to protect the WHOLE document but I only want to
Protect part of a document, please help!

I'm not sure how a template is supposed to "protect" a document, but as a
Word 2000 user for a long time, I've found the Help file useful in how to
create a template. What has worked for me is the following procedure:

1) Open up a new document.

2) Set all the margins and the font and other parameters you want to be
included.

3) Save it as a Document Template.

Unless you specify otherwise, the template will appear under the General tab
in the listng of folders and templates. If you wish, you can set it up in a
new folder of your own designation.

I'm sure there are others in this newsgroup who can add to or correct this
information.

You've asked two unrelated questions here. For the first, see

If you are trying to protect part of a document/template for forms, you need
to insert section breaks between the protected and unprotected portions,
then protect just the specific sections you want protected.

What you are talking about is what Word calls an "online form" (not a
template, although it can also be a template). Look up this term in Word

I have just been creating some templates and have used section breaks to protect the areas I do not wish users to enter and edit details. To do this I have used the Headers & Footers and added a section break after these, when protecting the document you can then click on the sections button and tick the sections you wish to protect (this might be a bit of trail and error!)
