Have followed the instructions for crateing and saving a Template. However
when i go and open it as a document i am able to change the information i
wanted templated. What did i do wrong.

You need to create a new document based on the template instead of opening
it. What instructions did you follow? Did you use File/New or Office
Button/New/My Templates to create a new document based on your template?

I used the Office button/New/My Templates to create new document. When the
new document appears I'm able to change the Template infomation I thought to
be permanent.

A template is simply a means for creating a documents based on a "master"
document. If you have content that will be same for each document then its
included in the template, as well as formatting, so when you create a new
document based on the template you don't have to add content and take the
extra steps to format it. By default the entire contents of documents you
create from the template are editable.

I think I know what you're after, you want to create a template that
contains content that cannot be edited For that you need to create what is
called a protected form. Here's an article for creating forms using content
controls in Word 2007:

Note that content controls cannot be used in earlier versions of Word so if
you need to create a template that can be used in Word 2007 and earlier
versions then you need to use the Legacy Form controls which can be found
under the Legacy Tools instead. Don't use those under the ActiveX Controls
heading, use those found under the heading titled "Legacy Forms". If you're
not sure about what I'm referring to, in the article it refers to "the the
Controls group on the Developer tab. The Legacy Controls are in the same
group.

Unfortunately, if you do need to use the Legacy Form controls the majority
of the article, the content that describes the various content controls,
will not be applicable. However, after you insert your form fields using the
Legacy Controls then the next section of the article that will be applicable
is the section titled "Prepare a form to be filled out" which describes how
to protect your template so certain content, the portions that do not have
form fields, cannot be edited.
