Temporarily archiving projects to improve system performance

Does anyone know any ways to temporarily Archive Projects.

We need to keep all project details, including PWA Site information, such as
Documents, Risks, Issues, etc, but we would like to move them out of the
primary data folders to keep system performance high.

Does anyone know
a) do large numbers of projects have a significant impact on performance
and/or
b) how can we archive a project so that its information is still retrievable
should it be needed, but that it is separate from main active projects and
does not impact processing and access performance for active projects
