Did you inactivate the enterprise record or did you try to inactivate in your
plan? The latter will not work. Assuming you inactivated the Enterprise
record, did you also change the Workgroup to None? If you didn't MPS will try
to add the person back into the enterprise. After changing the person to
Proposed, did you Collaborate/Publish/Republish Assignments for the inactive
resource?

Mary -

I am assuming you are using Project Server 2003? If so, you should use
Clean Up Project Server Database within the Admin console in PWA.
Delete the resource. There is a small input box that will say
something like "Resource deleted on 11/29/05": you should append that
to read "Resource deleted on 11/29/05 REASON by NAME" That resource
will be changed to Local Resource in all plans. The resource will
appear in the Resource views as [Local Resource] John Doe deleted on
11/29/05 REASON by NAME. All previously recorded actuals will be
retained. His or her project manager can then use the Replace function
in the Assign Resources tool to replace them with an active resource.

Hope this helps,
