Test Account Settings Failure

The system:
The lan is working. The mail service is working with the
same settings on an alternate client on a different
machine. This happens on multiple unrelated sites.

The message:
Unable to connect to the outgoing mail server (SMTP).
Please verify the server name in the incoming mail server
field. If that information is correct, close this dialog
box, click More Settings and verify the port and SSL on
the Advanced Tab

The problem:
Intermittant failures on multiple tests. Once it works
once, It works always until something in the account
settings changes then it fails until it decides to work.
The logic escapes me.
Tried knowledge base without solution.
