"Test email" fails in attempt to setup MS Outlook 2003

I'm attempting to setup MS Outlook 2003 on my Win XP computer that has
Outlook Express as the default email client. In the "Internet E-mail Settings
(POP3) under user info I have my name "Jane Doe", my email address
(e-mail address removed).

In Server Information I have incoming "pop.east.cox.net" and outgoing
"smtp.east.cox.net"

In Logon Information I have my user name "jdoe" and my password.

When I click on Test settings everything passes except the test email, which
gets a big red X and "failed". I've checked and rechecked everything. Can
you help me? Thanks in advance.

I clicked on the Test Account Settings button...Tasks tab: "Send test e-mail"
Status Tab....>Failed

Errors tab:

Send test e-mail message: The specified server was found, but there was no
response from the server. Please verify that the port and SSL information is
correct. To access these settings close this dialog, then click More
Settings and click on the Advanced Tab.

Verify with your ISP that you have the server names correct and that you are using the correct port settings - many ISPs are changing to non-standard ports so check that out as well.

Once you verify your account settings are correct, try it again. If it still fails with the same error message, then remove the account and enter the account again from scratch. Ensure that you use the username that your ISP recommends - sometimes "sheana" is not enough and requires (e-mail address removed) instead.

I am having the same problem with Outlook 2003 trying to access Cox East
email. I receive email, but get the same error when I run the test and when
I try to send.

Thanks for your input Mike. I was getting afraid to post anything
else...that whole "scratch my head" bit made me feel I was asking the worlds
dumbest question.

Better buy some Head and Shoullders cause I am going to make it worse. After
this post last night I gave up and shut down. Did not change anything, but
before shutting down noticed that Vista had done some updates that required
rebooting. I have been tyring to solve this problem for a week, and today
.... it works!

Sorry, I could not tell you what changed to now make this work, unless it
was related to the latest Vista and MS updates.

I have seen many posts for this same issue on many web sites from users of
many different ISPs. I have sent a note to Cox asking that they be our
advocate and get with Microsoft to find out more about this.
