Without having a before and after example to see I going to guess that it
may be that sometimes you are creating text and other times you are creating
an image of text.
As covered on the faq page -
http://www.publishermvps.com/Default.aspx?tabid=30 - in Pub 2000 if objects
overlap or are layered they become an image object.
You can test this easily on your web page, just right click on the suspect
text, if the menu includes the option to save picture as then you know that
text is a picture and not text.
