Text box in line option greyed out

Hi
I have a colleague with Windows XP. She and a another colleague are
collarborating on a project in which they need to use text boxes. One of
them can not get Word to allow Format/TextBox/Layout/Wrap Style
Inline with text. That is an option that is greyed out.

How to get it to be an option?

Text boxes are drawing objects. They cannot be formatted as In Line With
Text in versions before (IIRC) Word 2002.
