Text Boxes

I am creating a label in Publsher. Two colors, yellow and blue. The various text for the label is text boxes. The colors seemed to convert to spot color fine. When I print to an eps file to send to the printer the background and border colors print fine (background yellow and border blue) but it looks like the text boxes don't get printed

I am using Paint Shop Pro 8 to view the eps output so there may be a problem there

Any suggestions
