I am using Word 97 with Woindows XP

Is it possible to fix the position of a text box on the page so it cannot
accidently be moved, i.e by someone inadvertantly double clicking it?

Only if you protect the document as a form. You could insert section breaks
and just protect certain sections, so that the user can work more normally
in the document, but some features (such as headers and footers) will,
along with the drawing tools, remain completely locked out.
