Text file import skips blank rows

I have a report that was pruposely formatted to insert a blank row at every change in supplier or PO #. This report always imported into Excel 2000 properly. Excel 2003 skips the blank rows forcing me to insert them manually. Is there any way to turn this feature on (or off)?
