TEXT function localization problems

I have an English Excel installed on Russian Windows. I was trying to convert
a date field to text, so I found the description for the TEXT function in
Excel help. Following the description, I entered the following formula:
=TEXT(F18,"yyyy-mm-dd"). The result displayed as "yyyy-mm-dd" instead of
expected "2008-11-02". After some thinking I changed the format string to
Russian: =TEXT(F18,"гггг-мм-дд"). This time the formula worked right.

Where should I report this problem? I'm not sure if this must be called a
bug, but it definitely is not the behaviour the user would expect. Why should
functions named and described in English have Russian parameters?
