Text Import Wizard: How do I change the default "file origin" (ie country?!)

Hi

How do I change the default "File Origin" when I am importing a
tab-delimited
text file using the Text Import Wizard?

It keeps saying File Origin: "932 Japanese (Shift-JIS)", whereas what I want
it to
default to is (presumably) File Origin: "1252 Western European (Windows)"
