Text Wrap around picture not working

I'm trying to wrap text around a picture and it isn't working. I know you
have to format the picture and choose square, and that you can edit how much
space is between the picture and text with the advanced button, but the
picture just stays behind the text.

I am working in a newsletter template that I have changed a lot. I don't
know if I'm in a drawing canvas or not.

I also tried this really irritating inserting it into a table thing, and it
doesn't give me the option to wrap text. It also won't show any of the image
that goes beyond the text box.
