text wrap photos in a text box

I have to layout a news letter using word. I am tring to do layout using the
text boxes. One problem I am running into is I can't seem to text wrap photos
inside of a text box. Is this a limitation of Word or am I doing somthing
wrong? Any other sugestions besides using a page layout program would be
great!

Because a text box is already in the drawing layer, you can't wrap text
inside it, only around it.
