The application failed to initialize (0xc0000022)

I have a windows 2000 server that has Office 97 installed. I just installed
SR2. Now, when any user that isn't in the administrators group logs on to
the server via Terminal Services, they get 2 error messages. One for
FindFast.exe and the other for OSA.exe. They both say the application failed
to initialize (0xc0000022). I click on OK and both messages go away. However
when I try to start any office application, I get the same error message
(such as "winword.exe - the application failed to initialize
(0xc0000022). ).

I have given the users group full control in the ACL for the System32
directory and the directory that office is installed in and this makes no
difference.

It worked fine before installing SR2. Anybody seen this before?
