The circles along the margin in notebook view

I understand the purpose of the circles. When clicked the highlight the entire line of text. However I don't and won't use this feature and I cannot figure out how to disable it.

I find the moving circles very distracting! Does anyone know how to turn off this feature?

Basically, Notebook Layout view is a very stylish and less powerful version
of Word's traditional outlining view. And that's also why you can see the
circles: as in Outline view, they allow you not only to select an entire
line/paragraph, but also to move these lines by dragging them around in your
document. You can even drag them to the left or right to outdent resp.
indent them. In other words, these circles give you a lot of control over
your document; but if you don't want them, I'm afraid there's no way to
switch them off.
