The Clipboard keeps opening in Outlook 2007

This is driving me crazy...every time I open Outlook 2007 the
Clipboard opens too. I have changed the options on the Clipboard to
turn off "Show Office Clipboard Automatically" and still it appears!!
It appears when I open a new email or an existing email. Once I close
it in both then it is gone....until I restart Outlook then it's back
again!!

How do I get the Clipboard to get gone and stay gone??
