The flag reminders window in outlook 2003 does not pop up - why?

When I add a flag to a message I always also add a reminder, with a time and
date, but these reminders never pop up or remind me that they are there. Is
there something I need to install to make this work. Reminders on the
calendar always work and I get a pop-up each time.
