The forward button is not working in Outlook 2007

I'm using Outlook 2007 with Business Contact Manager. The forward icon on
the toolbar is grayed-out. The keyboard short-cut works and I see the
forward option if I right-click on a message.

I found the solution:
rename the outcmd.dat and *.srs files for the user found at
C:\Documents and Settings\username\Application Data\Microsoft\Outlook!
