The item cannot be displayed in the preview pane

I have recently migrated users from outlook IO to Exchange. The are a slew
of messages that I cannot preview or open. When I click on the mail message
I get "The Item cannot be displayed inthe preview pane. Open the item to
read its contents". When I try to open the message "Cannot open this Item.
The operation failed". If I change the outlook client back to IO and import
the PST, I can read the message again. Help.
