If you're referring to adding additional language proofing
tools to an English language Office System 2003 then
the Office 2003 proofing tools kit will be a separate
purchase. In the U.S. it will be available through
http://shop.microsoft.com soon.

If you're looking for a language pack to change the
menu language in Office, that isn't a retail package,
it's available to Enterprise/Volume license holders
of Office System 2003.
