The Local Security Authority can not be contacted with VPN

Geeting error:
"The Local Security Authority can not be contacted"
while trying to access Project Web Access (PWA) through VPN

Project gives popup window for login, once we enter windows account
information (we are using AD/windows authentication for Project), and it
gives above error in Internet Explorer.

PWA works fine when we access from local network.

We are using CISCO VPN client.

Adding something. Read this discussion:

It looks like its not possible to access PWA from outside network with your
windows login just like OWA for emails.

Is there any better way to accomplish that over VPN? (don't want to
useTerminal service for all users)

one more thing. I've a domain admin login which I used during configuration
& setup of MS Project. If I use that login / password (its with domain admin
rights) then I IE download Project ActiveX & allows me to browse through the
PWA site.

But if I use my login or any other login, I get that error message (see
first post) without even activex download.

This company is using 'Logon To' option in AD user properties to specify
which systems the user can logon to.

Adding the user's laptop name through which they VPN in the allowed list of
user resolved the issue.
