the offset function

I do not find the microsoft excel help concerning the offset function
very helpful. Can anyone help me with using the function to reselect
blocks of data to produce a chart. Each week I add a new row of data,
and wish to discard for charting purposes the data that is over 13
weeks old. THANKS
