The problem is the video menu is grayed out

I want to include a video clip, however cannot seem to get to this feature.
It is a simple task as evident from the help facility and web site. The
problem is the video menu is grayed out I cannot seem to get this part active
to include the video piece with FrontPage 2003. Please advice?

Try using the Windows Media Player plugin for FP- best of
all its free

Where do I obtain this plug-in?........do you have a link or could you point
me in the right direction.
