The Procedure enry point TF_CheckThreadInputIdle Could Not Be Located in the MSCTF.dll

So CTFMON won't open and I can't enable the language bar. I uninstalled Office 2K3 and reinstalled but nada.
Any ideas?
I also have a prob with installing any program. it starts, then hangs for 5-10 min unless I close it in the task manager, thn it says remote procedure call failed.
I have a brand new laptop with XP PRO SP1 and Office 2K3 and so many bugs and problems I feel hopeless.
Any help would be greatly appreciated.
