The Project Application Service doesn't exist or is stopped

Clicking on the Project Web Access Sites under Project server gives me

The Project Application Service doesn't exist or is stopped. Start the
Project Application Service

Under Services.msc
Microsoft Office Project Server Event Services
Microsoft Office Project Server Queue Services

Were both disabled. After setting them to automatic and starting them still
no effect.
Under the section services on server Project Application Service is stopped.
Starting them briefly shows a screen of starting but it then comes back to
failed stopped state.

I read on a forum, to perform this in cmd

stsadm -o provisionservice -action start -servicetype
"Microsoft.Office.Project.Server.Administration.ProjectApplicationService,
Microsoft.Office.Project.Server.Administration, Version=12.0.0.0,
Culture=neutral, PublicKeyToken=71E9BCE111E9429C" -servicename
ProjectApplicationService

Now after restaritng server and IIS no avail still now the project
application service show starting. It never becomes started.

What should i do ??

During this process did you restart the Sharepoint TImer Services?
