the project item cannot be copied - Macro Organizer

I am trying to copy 2 macros (as modules) from one template to another
through the organizer - macro project items and I get the message "the
project item cannot be copied". I have tried with both documents open and
then just the one being copied to but with the same result. Any suggestions
why the organizer isn't working? I can copy into VB direct but that defeats
the purpose of the organizer.
