The pull down menus stopped working

Hi:

Somehow all the pull down from "File Edit ...." stopped "Showing" in all my
office applications. What I mean is I do not see any of them. But the
shortcuts would work.

I tried to repair as well as reinstall entire Office 2003 , but no dice !!
