the "question mark" button in an application dialog box

I could have sworn that a previous install of Office had this
feature . . . While viewing a dialog box,e.g., Tools>Options, in any
of the Office suite offerings I could simply click on the button with
the question mark in the upper right corner of the dialog box to get
specific help on any of the items contained in said dialog box.
Clicking on this button would change the cursor to a pointer w/
question mark - moving the cursor over an item in the box and clicking
would bring up a simple tip as to what the item was.

I'm convinced that our IS boffins have disabled this feature (btw I've
installed IE7 and the feature works there!), but for the life of me I
can't figure out why. More importantly does anyone know how to re-
enable this feature?

Currently running Office Professional 2003 with SP2.

The feature you remembered was active through Word 2002. Word 2003 changed it to bring up the Help dialog to a specific topic.
Word 2007 works along similar lines, but often seems to ends up only at the Word Help table of contents.

Previous versions of Office had the question mark (called What's This?) in
every single dialog box. Unfortunately in Word 2003 every dialog box didn't
get the Help tool. The AutoCorrect dialog box is one example. I suspect this
was due to them revamping the Help system.

Regarding the screen tips you see when you use the What's This? tool prior
to Office 2003, those were also removed (with the exception of Access).
Dialog boxes that have the question mark in Office 2003 will now display a
Help page instead.
