The Rules & Alerts Window opens and shuts immediately

In Outlook 2003 I have a problem that I cannot open the Rules and Alerts from
the Tool Menu. The window opens very quick but shuts down immediately again.
I tried to repair, resinstall, uninstall and install Office already, but
still the same happens. I am desperate and cannot think of anything anymore.

Please help.
