The save as dialog doesn't show up

I am having the same problem as the user here:

I'm also having this problem. Here are the details:

Only occurs in ms Word 2000, all other office applications work fine.

The save and save as functions do nothing. No dialogs, no error messages,
just nothing.

This occurs on a system running windows 2000 server for locally logged in
users.

However, if the user is added to the administrators group, the problem goes
away. However, I refuse to give everyone admin access just to fix this
problem.

Therefore, the problem appears to be related to security settings. Which
settings could cause this? Thanks.
