The selected project could not be opened in project

I have a 2003 project server using 2003 project pro on
workstation.
Project works for the creator who posted to the server.
Anyone else who attempts to open the project from the
server receives "The Selected Project could not be opened
in ProjecT".

What does this mean and how can I fix this?

Yes, they are running pro 2003.
