The SharePoint site for this project has not been created

O Great and Noble Oz:

When one of my users attempts to publish a project he's created, he gets the
above error message.

Looking at a list of Projects in SharePoint Services shows an empty site
address for this project.

Highlighting the Project in SharePoint Services and clicking the "Create
Site" link gives the following error message:
"Error occurred when creating site. Site does not seem to exist."

Attempting to create a site manually through SharePoint Services by filling
in a site address gives the following error message:
"The Web site does not exist or is not configured for Project Server. Enter
a Web site that has been extended with a Project Server compatible
template."

The user with this problem tells me, "The plan I'm having trouble with I
first created and saved before trying to publish. When I created a new plan
and just went directly to 'publish' at the first step it seems to have
worked fine."

Yes, "Automatically" is turned on. At least now it is. I can not say for
earlier, like when this problem project was first created.

To my limited way of thinking, it does not seem reasonable that a project
can't be published except when it's first created. But, what do I know?

I am just the IT guy, not a Project maven.
I do know what I'm doing, just not about Project Server.
Any ideas?
