The specified Module could not be found - Application.ProductCode

I have an Outlook application that on one workstation I cannot get to run
correctly. Anytime it attempts to access outlook (application.Product for
example) it throws a error stating that the specified module could not be
found.

I am stumped, this application is running as an COM Add-in from within
Outlook, why would it not be able to find the application object?????

Environment - Development Windows XP, Office 2000; trouble platform -
Windows XP and Office 2003 (however I am able to run in this config on every
other machine).
